In a memorandum, the committee said that most Tamils, particularly street hawkers and slum-dwellers, were living in an atmosphere filled with tension, fearing untoward incidents any time. They said even Tamil magazines and newspapers were not available in many parts of the City. The committee said that so far not even a single Tamil from Karnataka had demanded release of Cauvery waters to Tamil Nadu. The Cauvery controversy, the committee said, was an administrative issue that should be settled by the concerned State governments and the Centre. "But it is most unfortunate that some bad elements are trying to take undue advantage by converting the administrative issue into a linguistic one," they said.
