Six DMK men were killed and nine media personnel were injured during the rally. The report comes in the wake of the Madras High Court direction on October 11 that the panel complete its enquiry and submit its recommendations within a month. Besides asking the Commission to enquire into the "causes and circumstances leading to the casualties," the Government had entrusted it with a controversial task of coming up with "norms and guidelines" for media personnel while they covered processions and demonstrations to ensure "their protection." The panel was also asked to suggest the "safe distance" mediapersons should maintain while covering such events. The terms of reference of the Commission also included finding out the "causes and circumstances" that necessitated the use of force by the police during the rally and whether the force used was minimal and justified. However, boycotting the Commission, some of the mediapersons had moved the High Court for a CBI probe into the police attack on nine media personnel and the damage to their camera equipment. Dismissing their plea, the Court had ordered the Government to pay adequate compensation to the injured media personnel.
