Tamil Nadu-Chennai
By K.Manikandan
During a demonstration at the municipality premises, A.N. Santhanam, Municipal Commissioner, said the basic concept was taken from the Vishakapatnam Corporation. The scheme was part of the Tamil Nadu Urban Development Corporation's scheme to computerise local bodies. To start with, two centres--one at the municipality premises and another at Indian Bank in Tambaram--were functioning as online collection centres for property tax and water charges. A total of six such centres had been planned and the remaining four would be set up very soon. The total cost of the six centres was put at Rs. 25 lakhs. S. R. Raja, chairman, said the project was executed solely with funds contributed by the general public, traders and philanthropists. He claimed that e-governance and public funding for the project was the first of its kind. Officials said Foundation of Occupational Development partnered with the municipality in its e-governance programme, setting up of networking facilities and also in creation of the web site, (www.snegham.com) . The Database servers at the municipality are connected with the citizens' centres and the counters at banks with Local Area Network (LAN) and Wide Area Network (WAN). They said a back-end tool for the e-governance module of the web site would make it possible for officials to update project progress online so that residents and visitors to the site could have updated information. A touch screen kiosk had also been installed at the centre. Mr Raja, while stating that Tambaram was the first among the municipalities to computerise records five years ago, said it had now become the first urban local body to bring its operations under e-governance. The municipality was also planning to improve a couple of parks in East and West Tambaram with public funding, the chairman added. On Tuesday, the Alandur Municipality launched e-governance.
