Addressing a press conference on the achievements of the NDA Government in the last three years in the area of legal reforms, Mr. Krishnamurthy said there was inordinate delay in making appointments to the higher judiciary, and the Constitution Review Commission had recommended the setting up of the NJC. He said only the Commission could ensure that the vacancies were filled expeditiously. Mr. Krishnamurthy released CD Roms containing all the 176 reports of the Law Commission, which had been placed before Parliament and presented the first set of CDs to Justice V.N. Khare, Judge of the Supreme Court. He said, he had written to major political parties and leaders requesting their cooperation to introduce a Bill in the winter session for setting up the Commission. While some had responded, some said they would give their response soon. The Government would convene an all-party meeting shortly to evolve a consensus in this regard. The Law Minister also announced the Government's proposal to set up the Indian Institute of Law in different zones on the pattern of the National Law School at Bangalore, which would serve as centres of excellence for legal education.
