The National Conference has emerged as the single largest party with 28 MLAs in the 87-member House. The Congress has 20, followed by the People's Democratic Party (PDP) with 16. Four seats have been won by the Panther's Party, two by the CPI(M), one each by the BJP and the BSP and 15 by Independents. The Congress and the PDP tried to form a non-NC government with the support of the People's Democratic Forum (PDF), a group floated by six Independents and two CPI(M) members. But the differences on the issue of Chief Ministership has left the Congress to bank on four Panther's Party members and eight PDF members besides 9 Independents.
