Sir, Your Editorial ``Impasse on State finances'' (Oct. 22) says the immediate cause for the deteriorating financial situation of the States is implementation of the Fifth Pay Commission recommendation. Now, freezing the dearness allowance, commutation of pension, etc., are being discussed to improve the financial situation of the States. Is it not the onus of the Prime Minister or the Chief Ministers to reduce the size of their jumbo Cabinets? Can they not reduce the foreign visits of Ministers? Since August 1998, our MPs have revised not only their salaries twice but their dearness allowance, constituency allowance and the limit of free power, telephone calls and water. If we are serious of improving the financial situation, we will have to start from the Cabinet.
