NAKORN PATHOM (THAILAND) Nov. 3. The second round of talks between Colombo and the Tigers ended here today, with the two sides agreeing to look at serious political, military and development issues through joint committees. As the talks concluded, the Tigers emphasised that their ultimate aim was to enter the democratic mainstream.
