But later in the evening, the additional revenue commissioner, A.P. Kuriakose, restored the original transfer order stating that it had been withdrawn under duress and did not have any legal validity. The Revenue Commissioner's office was witness to unruly scenes when the NGO Association members protested against the transfer order of Mr. Velayudhan, who is also the State committee member of the association. At the end of the embargo that lasted hours, the additional revenue commissioner withdrew the transfer orders. The restoration of the original order was conveyed through a press statement issued in the name of the Land Revenue Assistant Commissioner, N.M. Abraham. The statement said that the orders cancelling the transfer of the official did not have legal validity as it was signed under duress and threats issued by the NGO Association. It said that the original transfer order issued on November 8 would hold good. The statement further went on to add that the Association's gherao was an act of indiscipline and stern disciplinary action would be taken against those who organised it. Mr. Rajendran, State president of the NGO Association, which owes allegiance to the Karunakaran faction in the Congress, said the transfer of Mr. Velayudhan was against the norms. He had been occupying the post for the last 13 months and as per norms was not yet ready for a transfer. He alleged that the official was transferred because he refused to fall in line with the corrupt practices of the caucus which was operating in the Revenue Department. Mr. Rajendran said that there was no serious allegations or any emergency situation warranting his transfer within hours. The transfer order was issued at 7 p.m. on November 8, and the official was relieved the same night by serving the order through a special messenger. He said that the District Collector, who had powers to transfer deputy tahsildars, himself had refused to transfer the official. The transfer was carried out by the Assistant Land Revenue Commissioner violating norms, he said. The confrontation between a ruling party union, that too one which owes allegiance to a dominant group, is likely to have its fall out in political circles and the only question is how embarrassing it is going to be. The association, after having taken the path of agitation, is unlikely to retrace its steps. Besides, its rival Congress outfit, the NGO Association, led by Kambara Narayanan, is now on a State-wide campaign highlighting a horde of issues including corruption. With the affairs of the Revenue Commissioner's office slipping into anarchy, the Association leaders have pledged to continue their direct action against political interference in transfers and postings.
