KPTCL may not get post of DIG (Vigilance)

BANGALORE Nov. 14. The Karnataka Power Transmission Corporation Ltd. (KPTCL) may finally not get a DIG (Vigilance) after all.

Apparently, the State Government has reconsidered the matter. As a result, things have not moved forward despite the fact that, on July 29, there was a Government Order (GO) on creating a Vigilance Wing Coordination Committee headed by a DIG (Vigilance), with the superintendents of police (Vigilance) as members.

The committee and the DIG were to coordinate, monitor, and ensure that vigilance police stations in the state functioned in a better manner. Now, worries over that coordination appear to have stymied the process.

These columns had reported a few months ago that the SPs (Vigilance) and the managing directors of the electricity supply companies (escoms) were extremely unhappy with the move to resurrect the DIG (Vigilance) post.

"When the DIG post has not been created, where is the need for a coordination committee?" sources asked. "If there are four SPs and one MD, then there you need coordination. Now all four escoms are independent entities and they have their own MDs. The SPs answer to them." A committee was needed only if one escom was dependent on the other. That was not the case here, they pointed out.

But the sources added that though the State ostensibly had 30 vigilance police stations, not many were actually operational. "Bangalore Electricity Supply Company (Bescom) is supposed to have 11. Only those in Bangalore and Tumkur are working, the remainder are not," the sources said.

Incidentally, a few days ago, there were media reports saying that the KPTCL Managing Director, K.N. Srivastava, was now Chairman of all the four escoms. Earlier, each escom had its own chairman. Putting one man on the job would "improve coordination", the reports said.
