Speaking at the Royal Society of Arts in London, Lord Birdwood, son of the late Field Marshal Lord Birdwood, one time C-in-C of the Indian Army, praised the "general standard of discipline, drill and pride which continue to govern the conduct of the armed forces armies of India". Speaking of recruitment, he observed, "India is gradually hoping to spread the net wider and search outside the assured martial classes for new material." Referring to General K. M. Cariappa's "experiment in the creation of a Guards Brigade", Lord Birdwood said, "The plan is to set up four battalions, one battalion each based on the Second Punjab Regiment, the Grenadiers, the Rajputana Rifles, and the Rajput Regiment. One of these battalions will always be in Delhi for ceremonial purposes, while the other three are in circulation. In this plan, castes, classes and religions have all been put into a common pool in happy disregard of former prejudices."
