Sir, This has reference to the report on Shakti grams: Mr. Narendra Modi's remark raises some grave questions. "Will these trained youth (a second line of defence) use weapons? If so, by what law will they be governed? Who will take responsibility for their actions? Will there be legalised command and control machinery? Will they operate within Indian borders or in Pakistan territory? How will they identify terrorists? How will they anticipate and prevent terrorist attacks? What will they do after a terrorist attack is launched? What is the need for such training in weapons when there is sufficient police, paramilitary and armed forces, the commandos, etc., to deal with all of the situations? If these forces are not enough, why not increase them in a straight forward manner? Will such "trained youth" be strong enough to withstand the attack of the terrorists, when even the police, the paramilitary and the armed forces are sometimes successfully hit by the terrorists? Or, in the event of terrorist attack or in the name of preventing terrorism, these youth will target a particular community, be better armed to do so and better able to get away with such crimes?
