The new rule was approved at the 73rd FIDE congress and general assembly held at Bled, Slovenia, recently. The FIDE vice president and All India Chess Federation (AICF) secretary P.T. Ummer Koya, who attended the congress, told The Hindu that the rule was amended because 27 games would be enough to ensure three nine-game norms. There are changes in the rating regulations as well. If an unrated player scores zero or half in an event, his score and that of his opponents against him will be disregarded. In a Swiss or team event (except Scheveningen matches), only the games against rated players are counted. Scheveningen tournaments/matches in which more than one rated player participates will not be rated. For unrated players, results are only counted if the player meets at least three opponents in the event. Where a match is over a specific number of games, those played after one player has won shall not be rated. Players whose ratings drop to or below the rating floor are listed on the next list as `delisted'. The participants of the World amateur championship shall have no title or rating equal or higher than 2000 at the start of the tournament nor have had such a rating for at least two years prior to the start of the event. The championship is open to all untitled players who are rated under 2000 and registered with their federation. The World amateur champion will be awarded the title of FIDE Master, the winner of the silver medal the title of the Candidate Master, the women's World amateur champion shall be awarded the title of Woman FIDE Master. India awarded World team and youth championships: Mr. Koya also said that India's bids to conduct the World team and World youth championships were accepted by FIDE. "We will host the World team championship in 2005 and the youth championship in 2006,'' he said.
