The Railways Sports Board has permitted its players to join their respective State teams. The order came a bit late, but the States have decided to cash in on the decision. However, during the mangers' meeting, the Kerala officials lodged a written protest with the VFI stating that Railways players setter Kapil Dev and Sunil Kumar, who were in the Kerala camp had now joined the Tamil Nadu team following threats from their coach. But the Tamil Nadu coach said, "They are internationals. Nobody can threaten players these days. They have joined the Tamil Nadu team on their own wish, submitting their photos and signing the forms. They played for Tamil Nadu in the last National Games as they are registered with the Southern Railway, based in Chennai. The players told me that the Kerala coach informed them that he had the no objection certificate for their participation from Tamil Nadu. We have not issued the certificate.'' Dronacharya awardee Ramana Rao had this to say, "The IOA should make NOC compulsory and the respective federations should have some control. Otherwise there will be utter confusion. .''
