Returning after a meeting of employees' representatives and cadre associations in 65 different departments and other agencies in Mangalore on Thursday, the General Secretary of the KGEF, Sachidananda Murthy, told The Hindu that they would write to the Chief Secretary extending full support to the programmes of the Government. He said that it was a wrong notion that employees' associations should work only for the welfare of its members. The employees, as part of the Government, should play a proactive role in implementing welfare measures. The KGEF would also seek government recognition when it enrolled more members than the Sippe Gowda-led Karnataka State Government Employees' Association. It would then place its charter of demands for implementation. He made it clear that the KGEF, unlike the association, would not identify itself with any political party. It would strive for democratic functioning within the organisation and for the welfare of the employees and people of the State. The membership drive had already started and, in Bidar District alone, 900 employees had joined. Mr. Murthy said that while there were more than five lakh employees in the State Government, hardly 10,000 had been made members of the association led by Sippe Gowda, as he wanted only those who would vote him and his group in the elections as members. In Mangalore, he said members of the State Council of the association, including Viswanatha Shetty, Satish, Prakash Chandra, R.R. Kamath, and 65 others, had met him and said they would join the KGEF, as they liked its bylaws, which forbade the nomination system. He criticised Mr. Sippe Gowda for flouting the High Court order to amend the association bylaws in this regard, which forced the Government to conduct the elections under an administrator. The president of the Bellary unit of the association, Parameswarappa, met him here today and expressed his desire to join the KGEF. The latter had told him that the Bagalkot unit president was also joining the new set-up. He said office-bearers would be announced for the Tumkur, Bijapur, Gulbarga, and Koppal district units soon and the entire State would be covered in two months, followed by a State-level convention. Going by the spontaneous support for the federation, he said at least three lakh employees would become members.
