A resolution adopted at the State Committee meeting here on Friday said the law was being ``used'' by certain sections to ``divide people on communal lines'' and prevent the people from coming together to seek solutions to common problems. The CPI (M) urged the Government to initiate concrete steps for ending ``untouchability'' and the continuing atrocities on the Dalits. ``Even 55 years after Independence, the two-tumbler system and restrictions on use of wells, water sources, roads and entry into temples persist''. The party called for a change in the police attitude to custodial deaths, and expressed concern at the growing number of `lock-up deaths' and `encounters. It faulted officers and the administration for trying to ``cover up'' such incidents and urged the Government to initiate action against all those responsible for such deaths. Opposing privatisation of bus routes, the CPI (M) cautioned that the Government proposal would lead to the loss of over 30,000 jobs, which meant so many families being turned out on the streets. Moreover, rural areas would not have the same transport facilities they enjoyed now, as private operators would not be interested in serving `not-so-profitable' routes. While welcoming the relief announced for coconut growers, the State committee, however, wanted immediate provision of assistance to the farmers who had lost paddy, banana or betel leaf this season.
