The programme would be implemented with the support of the International Development Agency. It would provide a credit of $ 250 million and the Centre, on its part, would allocate Rs. 350 crores. During the first phase, the programme would provide support to about 80 competitively-selected engineering institutions. During the first cycle of the first phase, engineering institutions from six States Kerala, Maharashtra, Madhya Pradesh, Uttar Pradesh, Himachal Pradesh and Haryana would be selected. The CCEA, which met here, also gave its nod for construction of a new broad-gauge line between Edapally and Tanur in Kerala at a cost of Rs. 137 crores and for gauge conversion of the Sriganganagar-Sarupsar Canal loop line in Rajasthan at a cost of Rs. 112 crores. The Edapally-Tanur line would pass through the temple town of Guruvayur. The panel also approved the development of the National Highway corridor from Barasat to Raiganj in West Bengal at a cost of Rs. 1,085 crores. In addition, it cleared a proposal to continue with the expeditions to Antartica during the tenth plan and approved an outlay of Rs. 170 crores for this purpose.
