The number of seats available at 6.30 p.m. was nearly 100 as per the Dynamic Display System which is empowered by a computer, and there were seven candidates belonging to the category at that time. The candidates were called for verification of certificates. However, the personnel manning the computers abandoned work for about 20 minutes. Later, according to the candidates, the in-charge of the admission centre told them that all the seats under the category had been allotted. The candidates claim that only upon entry of details of candidates into the computer one would be able to know the availability of seats or otherwise. But in this case, the personnel manning the computers did not do that and had in fact were not found in their seats for some time. And as the announcement on the filling up of seats under the General Merit category was made by the in-charge of the admission centre after the "suspension of work" by the personnel manning computers for some time, the candidates suspected the methods adopted in the allotment procedure. There were 199 seats for General Merit candidates when counselling began in the morning, the candidates said. The Dynamic Display System constantly showed the status of seats available. Though seats in almost all Government B.Ed Colleges and aided colleges were filled, there were nearly 100 seats at 6.30 p.m., they claimed. They said availability of seats in some colleges, including Hassanamba College (nine seats), BES College, Jayanagar, Bangalore (14 seats) and MES College, Bangalore (11 seats), however, remained unchanged at that time, as there were no takers. When contacted, the in-charge of the admission centre for the day, Narayan, claimed that there were only 113 seats under the General Merit category (on Saturday) and they were allotted by 7 p.m. The Commissioner for Public Instruction, V.P.Baligar, told The Hindu that it was likely that some colleges might have got court order against filling of seats through counselling. When asked how nearly 100 seats could be allotted in a short period, he said he would check with the officials. He said a list of selected candidates would be published. The Joint Director for Public Instructions, Shoiab Hassan, who is in-charge of the admission centre, said that only 11 seats of the 199 under the General Merit category were not filled, as they were reserved for physically handicapped candidates. He too said a relative list of selected candidates would be published.
