Sir, The Kelkar proposals are pragmatic and will considerably meet the needs of senior citizens. However, an important tax source, agricultural income, has been left untouched. A large number of landlords enjoy fabulous incomes without any tax liability. In all fairness and justice, they too should be brought under the tax net. The revenue can be used to meet the cost of irrigation projects.
