The sub-committee, which has been holding a series of meetings with various sections of the people, including the trade unions, felt that the scheme under the KWA would ensure Government control over the Periyar, while at the same time address the issue of providing water to the industries. The panel, with the RSP(B) leader, A.V. Thamarakshan, as its convener, felt that the KWA was heading towards an unprecedented crisis, with mounting loss to the tune of Rs 117.33 crores during 2001-2002 alone. The panel also found that the KWA had diverted Plan funds to meet its non-Plan commitments, including payment of salaries. Even high cost loans taken from various financial agencies had been diverted to meet non-Plan expenditure. The committee found that the KWA was incurring a loss of Rs 5.10 ps on each kilolitre of water it produced. The total annual production was 1835 MLD. But only 1,100 mld was billed.
