When a petition seeking distribution of a specified quantum of rice to starving families of farmers came up for admission, the Chief Justice, B. Subhashan Reddy noted: "A truly welfare State should ensure that there are no starvation deaths in its domain. We are entitled to make queries and the State is answerable to courts". The petitioner, G. Rajendran, said the Central and State Governments should initiate poverty alleviation measures on a war-footing and give at least 500 gm of raw rice to the needy peasant families everyday, free of cost, for the next six months.
