"We have to penetrate to the sub-stratum of society in order to counter the movement effectively since they (naxalites) have already struck a chord at the grassroots where people call them `Anna' (brother)," he said. Talking to presspersons, Mr. Vidyasagar Rao said the State Governments tackling the naxalite problem should draw a line between duty and policy when it came to maintaining law and order. "Maintenance of law and order is necessarily a duty and not the policy of any State," he said, referring to the recent talks convened by the Andhra Pradesh Government with the representatives of the naxalites. "How can they keep the weapons in the jungles and come for talks," he asked, adding that the outfits were consolidating themselves when the human rights or civil liberties organisations pursued negotiations with the Government. The Centre was extending all support to the States facing extremist violence, especially Bihar, Andhra Pradesh and Jharkhand.
