Sir, Mishaps at railway level-crossings are on the increase these days. Road users often complain about the train drivers' failure to sound the mandatory engine `whistle code'. Millions of road users daily negotiate the 40,000 or so level-crossing gates spread across the country. A rash act from any one of them or any negligence on the part of the train crew or gateman has the potential to cause a disaster. It is, therefore, suggested that the locomotives be equipped with a device, akin to the cockpit voice recorder in aircraft, to register whether the driver has operated the engine horn or not, with details like the time of application, the `block' section and the duration of application.
