Expresses regret

Chandigarh Jan. 24. The Punjab Principal Secretary, Excise and Taxation and Industries and Commerce, Mukul Joshi, today expressed regrets to the Chief Secretary, Y S Ratra, and his wife and proceeded on leave, pending an inquiry into the Panchkula incident on January 20 evening when Mr. Joshi and Mr. Ratra's wife were caught in circumstances allegedly unbecoming of them by the Haryana police
