Sir, I refer to your Editorial on the appointment of two Deputy Chief Ministers in Rajasthan (Jan. 28). It is unfortunate that the stability of the State Governments depends on the size of the Cabinet and the number of Deputy Chief Ministers. The Maharashtra Chief Minister, Sushil Kumar Shinde, had to defend his jumbo Cabinet saying it was necessary to provide "stability." How can citizens expect stability when every elected representative demands a Cabinet berth?
