Sir, The report on a court freezing the salary of the staff of the Guntur collectorate in Andhra Pradesh for non-payment of compensation (Feb. 6) is interesting. Bureaucracy and `babudom' are notorious for their callousness in attending to the average citizen. The `sir' or `doragaru' has supplanted the `gora saheb' in more ways than one. It would be interesting to see how quickly the wheels of the same machine turn, now that the pay packet of the entire lot is put on hold.
