The report that the chief U.N. weapons inspector, Hans Blix, and the head of the International Atomic Energy Agency, Mohammad ElBaradei, will present to the Security Council on February 14 can be critical in deciding whether Baghdad will face a war led by the U.S. Mr. Blix and Mr. ElBaradei are expected to have a third round of discussions before leaving Iraq on Monday. Iraq handed over documents related to the nuclear field to the two inspectors. The discussions were expected to tackle two key U.N. demands: private interviews of Iraqi scientists outside Iraq and surveillance flights by U-2 spy planes. Iraq has so far allowed interviews of its scientists inside the country and has signalled that the problems related to the U-2 flights could be solved.
