A comprehensive city road upgradation project has been presented to the Government as part of the capital region development plan. The project costing Rs. 150 crores is proposed to be executed in three phases. The main objectives of the project submitted by the Consulting Engineering Services are strengthening and widening of the roads within the available space or right of way (ROW) wherever possible, geometric improvements to road sections, junction development, rehabilitation and strengthening of existing structures, improving pedestrian facilities and identification of bus bays, stops and parking lots. The first phase is estimated to cost Rs. 60 crores and the second and third phases Rs. 50 crores and Rs. 40 crores respectively. Three flyovers have been considered at Pattom, Bakery Junction and Vellayambalam considering the heavy traffic in these areas during the peak hours. The focus of the project submitted for approval is on increasing the efficiency and safety of the road network. Now the available space could not be utilised properly due to a variety of reasons including encroachment and lack of footpaths. Even the roads where the development process has already begun do not have standard width, footpaths or carriageway. The new plan would give due importance to these aspects which have not been given due importance. The project has identified 10 roads including the LMS Junction-Kowdiar, Statue-East Fort-Attakulangara, Bakery Junction-Palayam-Pettah-Chackai-Airport, Pattom-Pottakuzhi- Murinjapalam-Medical College-Ulloor and Kowdiar-Ambalamukku- Peroorkada stretches and 40 junctions en route these roads for development. Considering the growing traffic volume, ring and radial roads have been suggested to be ideal to ease congestion. The inner ring road has to bear the brunt of traffic compared to other ring roads. The inner ring road of the city passes through Bakery Junction, Panavila, Thampanoor, Overbridge, Chettikulangara, Uppilanmoodu, Vanchiyoor, Pattoor, General Hospital Junction and Palayam Junction. The first intermediate ring road passes through Vellayambalam Junction, Vazhuthacaud, Thycaud, Mettukada, Choorkattupalayam, Power House, Thakaraparambu, Vazhapalli Junction, Pettah, Nalumukku, Kannamoola, Thekkinmoodu, Law College Junction, P.M.G., LMS and Museum Junction. The second intermediate ring road passes through Kowdiar, Golf Links, Pippinmoodu, Sasthamangalam, Edapazhinji, Jagathy, P.R.S. Hospital Junction, Killipalam, Chalai bypass, Puthen Street and N.H. bypass up to Kadakampally, Kumarapuram Junction, Pottakuzhy Junction, Pattom Junction and Kuravankonam Junction. The outer ring road passes through Peroorkada, Mannamoola, Mannarkonam Junction, Vattiyoorkavu Junction, PTP Nagar road, Palace Junction, Tirumala Pallimukku, Tirumala Junction, Trikkannapuram, Nemom, N.H.47, Kaimanam Road, Thiruvallam Road, N. H. bypass near Thiruvallam and Aakkulam, Ulloor Junction, Kesavadasapuram Junction, Paruthipara Junction and Ambalamukku. The other measures mooted for improving traffic conditions include self-contained zones, demand control, access control, development of on-street and off-street parking facilities, relocation of bus and truck terminals and traffic-calming measures. The project assumes significance in the wake of the priority attached by the Government for capital development.
