The decision paves the way for laying of fifth and sixth lines between Kurla and Thane, besides quadrupling of the Borivali-Virar and Bhaynder-Virar sectors, and optimisation of the harbour line and the Central Railway line including 12-car operation on through line.

The other activities to be taken up under the first phase are: laying of the fifth line in Western Railway, including modification of the flyover, A.C. conversion in Mumbai suburban sections and procurement, manufacture and retrofitting of EMUs. The MUTP had in all envisaged 14 activities.

Announcing the decision, a Government spokesperson said the World Bank would provide a loan of Rs. 1,613 crores. The Maharashtra Government and the Railways would share the cost and the liability on the loan on an equal basis. The first phase is scheduled to be finished within five years.

The committee cleared a proposal to build a bridge over the Kosi river in north Bihar to provide an east-west rail link connecting Darbhanga with Katihar, Manis and Fobesganj. Estimated to cost Rs. 323 crores, the project is to be completed in six years.
