The pending irrigation projects, according to the forum, are Rajolibanda diversion scheme and Jurala, Bhima, Nettampad, Kalwakurthy and Koilasagar lift irrigation schemes. At the Raj Bhavan, the forum leaders submitted a memorandum to the Governor, S.S.Barnala, to press the demand. Among those present was Y.S.Rajasekhar Reddy, leader of the Congress Legislature Party. The memorandum urged the Governor, as the constitutional head of the State, to recommend to "the President of India to invoke Article 3 of the Indian Constitution and cause to introduce a bill in Parliament for statehood of Telangana''. Speakers at the public meeting, including the Mahbubnagar MP, S. Jaipal Reddy, also echoed the same feelings while criticising the Telugu Desam Government for failing to spend the budgetary allocations on the projects. The speakers also took to task the Chief Minister, N. Chandrababu Naidu, for laying the foundation stone of one of the irrigation projects in the district, but the Government did not launch the work. They charged Mr. Naidu with burdening the people with external debts ostensibly taken to complete the projects but not done. Among the speakers were Jagadeeshwar Reddy, Mahbubnagar DCC president, G. Chinna Reddy, P. Govardhan Reddy, Gurunadha Reddy, Indrakaran Reddy, MLAs, and M.Konanda Reddy, former minister. The memorandum stated that the present scenario in the district was "simply distressing''. Owing to non-agricultural operations, men and women were migrating to other States in search of work. Consequently, aged and infirm were left behind to fend for themselves. Naturally, many starvations deaths were taking place in the district. Owing to non-availability of water and electricity tariff hike, many farmers were resorting to suicide, it said.
