The panel visited the site near a temple on Dharmavaram-Obulanayanipalli road and the Government Area Hospital at Dharmavaram. The panel members stated that there would be sufficient light around 6 p.m., when the encounter took place, and there was no scope for the naxalite leader and his accomplice to turn back after noticing the police at the temple as it was possible to notice them from a good distance. They contended that if a pillion-rider was shot the driver of the two-wheeler should also had been injured. But, how could he escape unhurt and why he was not chased and nabbed. The rush of devotees to the temple there would be good in the evenings and during such a time it was difficult to believe that the encounter had taken place there and nobody had noticed it. The police story on the encounter was also exposed with the fact that bloodstains were found only on one spot. The hospital authorities had confirmed that the bullets had pierced through the body from the front portion. One bullet was found intact in the body and two had pierced out from the back. According to this, the vehicle rider should have been hit by the two bullets which had pierced through the Ashok's body, the fact-finding committee felt. They alleged that he was picked up from an unidentified place and was killed before his body was thrown at the incident site.
