Delivering the Convocation Address, Sir John said the world over open universities had created a revolution by bringing together the essential features of quality, access and cost in higher education. And noting with pleasure that the IGNOU was now the world's largest university, he lauded its role in production of academic material which had improved the quality of teaching and learning in all Indian universities. Universities like IGNOU, he added, had demonstrated that wider access, higher quality and lower costs were possible in higher education. Dr. Kasturirangan, who was the guest of honour, said both the ISRO and the IGNOU shared the common vision of ``an educated India''. The proposed Edusat satellite, which would be dedicated for education and was being jointly developed by IGNOU, the Union Ministry of Human Resource Development and ISRO, will meet the needs of tele-education. The Vice-Chancellor of the IGNOU, H.P. Dikshit, said while fresh enrolment for the session 2003 had crossed 3 lakhs, the student strength had crossed one million.
