Vohra can talk to all who shun violence: Advani

Bilaspur Feb. 23. The Deputy Prime Minister, L.K. Advani, today said that the Centre's interlocutor in Jammu and Kashmir, N.N. Vohra, had the mandate to talk to all groups and parties in the State, besides representatives of political parties, who wanted to participate in the negotiations, but they should have to shun violence.

Talking to reporters after addressing an election rally here, Mr. Advani said Mr. Vohra would not only talk to the elected representatives of Jammu and Kashmir and those of the political parties, but he also had the mandate to talk to other individuals and groups who had once taken to militancy but had now shunned the path of violence.

The former Home Secretary, Vohra, was recently entrusted by the Vajpayee Government with the responsibility of carrying out consultations with different parties in Jammu and Kashmir to resolve the longstanding issue.

`Centre cannot intervene to check POTA misuse'

Earlier addressing an election rally, Mr. Advani said the Centre cannot intervene to check the misuse of POTA in States and judicial intervention was the only remedy for it. "POTA is meant to deal with terrorists and not ordinary criminals. However, the Centre cannot intervene to check its misuse by State Governments. Judicial intervention is the only remedy,''

His remarks assume significance in the wake of the Uttar Pradesh BJP's opposition to the Mayawati Government using the law against jailed independent MLA, Raja Bhaiya. "Some parties are not really against POTA. They are opposing it just with an eye on the minority vote," he said.
