Sir, The poor and the hungry wallow in filth without drinking water, without a roof over their heads or a health clinic nearby. But the powers that be are not concerned about the ground realities and continue with this outmoded system of reservation and quotas. The system as it has functioned for the last five decades has left both the "quota brigade" and those outside it dissatisfied. What ails the system? The poor and marginalised remained and continue to remain outside it for want of education. The basic need is education, even if minimal. The poor, misled by the politician, do not realise this fact and are led like the proverbial lamb to the altar the polling booths. V. Ramanathan,Ernakulam, Kerala
