M.A. Gafoor and Prasad Shetty, proposed his name. Since the Congress is the only party in the zilla panchayat, Mr. Shetty's election was a forgone conclusion. According to an agreement, Ashok Kumar Hegde and Mr. Shetty were to share the presidentship of 20 months in turns of 10 months each. Mr. Hegde resigned after the completion of 10 months, paving the way for Mr. Shetty's election. A grassroots politician, the 48-year-old Mr. Shetty served as the President of the Varambally Gram Panchayat and the Varambally Mandal Panchayat. Elected twice to the zilla panchayat since 1994, he has served as the Chairman of the Zilla Panchayat Standing Committee on Social Justice. He was the President of the Brahmavar Block Youth Congress Committee. He is also the President of Udupi District Seva Dal. Addressing presspersons after his election, Mr. Shetty said the inquiry into the multi-crore-rupee ZP Engineering Division scam would be completed in the next two months. The inquiry, which was stagnant for the past two months, would be taken up soon. Lack of coordination between the ZP members and the legislators in the district was responsible for the misunderstanding about the inquiry, he said. There was also a lack of understanding between the ZP members and the officials of the Zilla Panchayat. He said Udupi taluk was lagging behind in the implementation of the SGSY scheme, and added that most problems would be solved if the communication gap was removed. Stating that the district had got a bad name due to the scam, he said it would be his task to improve the tarnished image. Mr. Shetty said the zilla panchayat would try to solve the problem of release of funds to the Koraga children's hostel run by the Spoorthi organisation at Kedoor in Kundapur taluk within two weeks, if it was within its purview. If not, it would be referred to the State Government. He said Rs. 65 lakh had been sought from the Government to meet the immediate drinking water needs. Substandard quality of rice supplied for the midday meal programme in the district would be returned, he said. The President of District Congress Committee, M.A. Gafoor, was present.
