I-T staff told to `mend their ways'

VIJAYAWADA FEB. 26. The Director-General of the Income Tax, Hyderabad, P.A. Chowdary, on Wednesday urged the staff to work more diligently to earn the goodwill of people, rather than merely fighting for their own demands and rights.

Speaking at the State Working Committee Meeting organised by the Andhra Pradesh Income Tax Employees Federation here Mr. Chowdary chided the employees for always insisting on getting their rights and demands redressed but not bothering to discharge their duties.

``Unfortunately in this country everybody insists on getting their rights addressed but feel they have no duties to perform,'' he remarked.

Already, he said, there is growing criticism in the country that the Government employees are getting hefty pay packets, but fail to discharge their duties properly.

``Compared to this the man working in the private sector puts in double the efforts but does not get even half the salary we get, so let us work with more responsibility,'' he said.

Even as the stunned employees heard him, Mr. Chowdary quoting various findings said that a major chunk of the Government revenue is being spent on salaries and pensions of its employees. As such he said it was the bounden duty of the employees to rise to the occasion and discharge their duties to the satisfaction of the people.

Mr. Chowdary's remarks came in the wake of some of the employees at the meeting raising demands for recruitment of more staff in the Group D cadre, promotional opportunities, hike in salaries, etc.

The Chief Commissioner of Income Tax, G.R. Reddy, who was the chief guest said that the department has received 49 applications for appointment of the kith and kin of the employees on various compassionate grounds. However, Mr. Reddy said, there were certain difficulties in making the appointments due to the virtual ban on fresh recruitments. He pointed out that as per rules, appointments on compassionate grounds is based on five per cent of the fresh recruitments. But since there aren't any fresh recruitments, it was getting difficult for the department to make the appointments.

He said a committee has been constituted by the Government to look into the problem.

Mr. Reddy asked the employees not to be apprehensive about the ongoing restructuring and computerisation drive as the move has only improved the promotional avenues for the staff besides improving the work efficiency.

Two other chief commissioners R. Venkatramaiah and B.P. Shah also urged the employees not to be unduly worried about the ongoing computerisation and restructuring move as in the long run they would be helping the employees to hone up their skills and efficiency.

The General secretary, Group `C' Association, V.S.R. Krishna, alleged that the LPG (Liberalisation, Privatisation and Globalisation) policy of the Centre was badly affecting the interests of the working classes resulting in large-scale unemployment in the country.

Admitting that the restructuring policy in the department had ensured promotion to 7,000 employees, at the same time he pointed out the policy has resulted in the abolishment of 3,425 posts at the subordinate level.

In his presidential address K.B.V. Ramana, president of the federation, complained that the ban on fresh recruitments was badly affecting the work output as the lower rung staff are being overworked.

The General secretary of the Group `B' association, A. Seetha Rama Rao, and others also spoke on the occasion.
