TANSCHE to seek Govt. assistance to fill teacher vacancies

CHENNAI Feb. 26. The Tamil Nadu State Council for Higher Education, which met today, has decided to request the Government for financial assistance to fill vacancies arising out of retirement of teachers in constituent (formerly government) colleges.

In September 2002, 67 government colleges were converted into constituent colleges of universities.

However, a formal transfer of the colleges to the university's administrative control has not taken place, owing to the problem of finding funds to fill teachers' vacancies.

The TANSCHE considered the fact that nearly 300 teachers would retire every year. These vacancies would have to be filled by universities (as new appointments).

Finding funds for them would be difficult. So Vice-Chancellors and members felt that they should approach the Government for assistance, council sources said.

The Government was now incurring about Rs.100 crores towards salaries of government college staff.

Even if `guest or temporary lecturers' were to be appointed to fill the vacancies, the Government would have to provide funds, says a Vice Chancellor.

The council has reiterated this fact in its recommendations on the review and reorientation of the existing block grants given by the Government to the universities.

The system of block grants was coming up for review later this year.

For administrative reasons, teaching and non-teaching staff of constituent colleges would be treated as a separate unit, distinct from their university counterparts.

In another decision, the council decided to hold workshops to provide a reorientation for teachers on the "scheme of valuation of answer sheets" in line with changes brought forth in the examination system and question paper formats.
