Sir, There could not have been a more inappropriate person than the Gujarat Chief Minister, Narendra Modi, to talk about the crisis of governance at the India Today conclave. Based on the reports like those of the National Human Rights Commission and the Citizens Tribunal, the most charitable view of his governance during last year's communal violence in Gujarat is one of incompetence, while another view is one of mischievous complicity. Mr. Modi rode back to power on the wave of the communal divide. He complains of the growing tendency of seeing things in a bad light, but how else can one see the things happening during that period under his governance?
