Budget in March third week

CHENNAI MARCH 5 . The Tamil Nadu budget is likely to be presented in the third week of March, the Speaker, K. Kalimuthu, told reporters here today.

The session was likely to extend till the middle of May.

Rejecting Opposition criticism that he was indulging in politics by speaking at government functions, Mr. Kalimuthu said his speeches about the welfare schemes could not be construed as political. So too, his remarks in praise of the Chief Minister, Jayalalithaa, could not be described as political.

Referring to the decision to initiate criminal proceedings against the DMK MLA, Parithi Ilamvazhuthi, he said that in the previous Assembly, the then Speaker (P.T.R. Palanivel Rajan) ordered the arrest of the AIADMK member, R. Tamaraikani. The court then held that the Speaker could not suo motu order the arrest of the member. In the present case, he merely forwarded the complaint against Mr. Ilamvazhuthi to the Government for further action.

The decision to initiate action was taken because of Mr. Ilamvazhuthi's past record. He had been evicted eight times from the House. Had it been any other member, a lenient view could have been taken.

The problem arose in the Assembly was only because of the DMK members, and not other MLAs belonging to the Congress, the PMK, the CPI and the CPI (M). The DMK members did not listen to their own leadership, Mr. Kalimuthu said.
