The block presidents' convention will be followed by a public rally the next day at the Ram Lila grounds, to be addressed by Ms. Gandhi. Ms. Gandhi is also planning to reorganise the AICC. Changes will be made at the general secretary and secretary levels, inducting people with organisational skills. The Congress has its task cut out, with four of the States under its control scheduled to go to the polls later this year. The leadership is aware of the shortcomings and its inability to turn into votes the turnout at public meetings. Though the State units are in place, they are either plagued by infighting or have become rusty. Ms. Gandhi is of the view that the only way in which the party can hope to make a comeback is by identifying the issues concerning the people and launching programmes of mass action.
