The project, for which the foundation stone was laid by the Union Defence Minister, George Fernandes, in October 2002 has been progressing as per schedule unlike many other DDA flyover projects across the city. Though on the face of it, the progress on the ground may have given people living in the area an impression that the project has run into trouble, senior DDA officials insist it has been moving as per plan. ``There has been no delay. The time thus far has been utilised for structural designing and soil investigation as the project has been contracted on a design and construct basis,'' said the Chief Engineer of South East Zone, Sajan, informing that the design has been submitted for appraisal by the proof consultants of DDA. While the approval to the design would signal the start of construction activity in a couple of months, the construction agency has in the meantime also set up the weigh batching plant for concrete. Here different ingredients of concrete are weighed and mixed in a certain proportion before being conveyed to the construction site. The Indian Institute of Technology, Delhi has been roped in to supervise the quality of concrete being supplied for the construction work. Besides, a casting yard is also being set up on a 4-acre plot in Manglapuri where the pre-fabricated girders will be made and cured with water before being transported to the construction sites on trailer trucks. As of now the construction agency is making a two-metre wide drain on either side of the road passing through Palam Market. Along with a one-and-a-half-metre section of the road, the drain tops would provide a passage to vehicles to pass when construction would lead to blockage of the centre of the road. About 60 metres of drain have already been constructed in the market while about 300 metres have been built near the Air Force area. The work on the 500 metre-long underpass, which is a part of the 6 kilometre long project, would begin next year. Under the supervision of DDA, the construction agency will also be making the structures of the Logistics Centre of Air Force, the Commanding Officer's bungalow and a portion of the Sports Complex which would be either completely or partially demolished for facilitating the construction work. The maps for these structures have been prepared and the alternative construction sites have also been identified. Incidentally, though the project was affecting Army and Air Force facilities in the area, yet in keeping with its necessity the Defence Ministry gave the go-ahead. The project is being built using a carrot and stick policy. So while the contractor will be given bonus for early completion, it will be penalised should the project go beyond its two-and-a- half years' schedule. The project envisages connecting National Highway 8 to Dwarka through construction of a 4-km flyover on Delhi-Rewari railway level crossing. This section will be 45 metres wide and will have six land-divided carriageway configuration with service roads on either side. It would make the existing stretch of Palam Road from Thimayya Marg T-Junction to level crossing available for exclusive use by Defence authorities thereby improving security in the Cantonment area. Then there will be a 500-metre section from the junction of Maude Road to existing Palam road near Palam Technical area which will be in the form of a 6 lane underpass while the 2.1 kilometres section from Rewari railway line to Dwarka Dwar will have a four-lane elevated road with a four lane surface road running below it. Once completed, the project will handle between 6,000 and 7,000 passenger car units during the peak hours and would thus help decongest traffic on most roads in South West Delhi.
