NEW DELHI MARCH 9. The Congress has begun the process of putting its organisation in order. A meeting of all the State presidents this evening preceded the two-day national convention of its block presidents scheduled for March 28 and 29. The agenda of this evening's meeting was apparently to draw up an agenda for the national convention and mobilisation for the proposed rally to be held in the capital on March 30. The series of programmes is aimed at toning up its organisation and preparing it for the electoral challenges in the four States going to the polls in October and the general elections. The Congress is also planning on a Chief Ministers' conclave and a `Panchmarhi' type of brainstorming conclave. The party president, Sonia Gandhi, is currently giving final touches to her plans to reshuffle and "re-arrange" the AICC set-up. Beyond the immediate task of the two high-profile party programmes slated for later this month, the current exercise marks the beginning of a programme of mass mobilisation from the grassroots level. The current exercise is an attempt to identify various issues. The Congress is conscious of the anti-incumbency syndrome. The emphasis appears to be on giving the party workers a greater sense of participation in the States where the party is in power. According to the AICC general secretary, Ambika Soni, the party already has in place mechanisms for that purpose, such as the manifesto implementation and coordination committees. The block presidents' convention and the PCC chiefs meeting is an attempt to give the party-government coordination a greater fillip. Today's meeting was attended by 29 of the 32 PCC chiefs. Prominent among those who attended were the TNCC chief Balakrishnan, the working president, Elangovan, the Pondicherry PCC chief, Narayanswami, the APCC chief, Satyanarian Rao, BPCC chief, Murli Deora, Haryana chief, Bhajan Lal. The entire general secretaries, secretaries and representatives represented the AICC set-up of the party from frontal organisations.
