According to police, a group of 11, owing affiliation to the Tamil National Liberation Army attacked the police station in Cuddalore district on November 18, 1993. Constable Thillai Govindan, was killed and arms and ammunition from the station were looted. While 10 of the 11 accused were arrested later, Murugesan is still absconding. Though the Q Branch police filed the charge sheet as early as August 1994, charges could not be framed as the accused did not cooperate with the court. They also filed petitions for discharge and transfer of jail in the mean time. When the matter came up before the special judge, S. Bhaskaran today, `Radio' Venkatesan filed a fresh memo seeking to adjourn the framing of charges, on the ground that his habeas corpus petition was pending before the Madras High Court. Maran also cited health reasons and pleaded for adjournment. The judge, however, dismissed both the petitions. When the judge started reading out charges to each of the accused, they shouted slogans and refused to answer charges and sign. Mr. Bhaskaran recorded their objections also while framing charges. The accused face various charges under the IPC, the Public Properties Destruction Act, the Explosive Substances Act and Explosives Act.
