Gen. Vij, who was on a two-day visit to Kashmir, told presspersons here that the Army would do whatever it could for giving a healing touch to the people. The first step is to recruit around 1700 youths from Kashmir, Jammu, Poonch and Doda region. ``The recruitment drive will start from June 1,'' he said, adding that the Army, as a special case, would give pre-recruitment training to the youths. The Army would construct bridges in the Valley to help the local population. The wards of the victims of terrorism would be given free education. ``About 100 children will be taken to a preparatory school in Delhi wherefrom they will be shifted to Army Public Schools after one year,'' said Gen. Vij, adding that ``all the costs of their education will be borne by the Army''. There would be no discrimination ``whether he is the son of a militant or the one whose father has been killed by militants. It does not make any difference to us,'' he said. Gen. Vij said the situation on the ground was no different but maintained that infiltration was low-key due to the counter-infiltration measures and installation of surveillance devices. He said there was no change in the policy of Pakistan in aiding and abetting militancy. ``But there is a lot of confusion and depression in militant ranks.''
