After hearing the member, who has included the Division Bench of the High Court headed by the Chief Justice which admitted the public interest litigation petition, and some newspapers which carried reports about the proposed trip, the Speaker, M.V. Venkatappa, said he would give his ruling on March 29. Mr. Venkatappa said Mr. Bhat had written a letter to him. He pointed out that the High Court had its own powers like the Legislature and he would give his ruling after going through the various provisions of the Constitution. Raising the issue, the member took exception to the Chief Secretary not replying to the letter by Mr. Bhat when the latter sought ascertain the correctness of newspaper reports on the foreign jaunt. The member's grouse against the High Court was that it had issued notice to the Government on the petition. The Chair clarified that the Legislature has no right to question the action of the court.
