Sir, It is no exaggeration to state that the excise levy on hank yarn is killing the honest taxpayer rather than his unethical counterpart. The Finance Ministry, therefore, while levying such taxes must simultaneously introduce rigid penalties for the evaders. The excise-free concession to the National Handloom Development Corporation, instead of acting as a catalyst to the handloom weaving community, poses a threat to the existence of the handloom weavers. For, nearly 30 per cent of the NHDC yarn is available in the market at very low rates to traders, who, in turn, sell the same to the powerlooms at a profit. The NHDC, instead of helping the handloom weavers, is catering to the needs of the powerloom sector.
