Sir, R. Sundaram has made some sweeping generalisations about the ICS/IAS in his letter March 24 We do not know in what context Sir Visveswariah made the remarks. For that matter, Rajaji, as Chief Minister, had said on the floor of the Legislature that engineers were the most corrupt and that "PWD meant Plunder Without Detection", and, consequently, development could not be fully entrusted to them.
