Mr. Wolfgang and a woman, Edda Kirlies, had arrived here on March 21 to inspect German funded-projects undertaken by NGOs. The woman had stayed back in a hotel. They had permit for staying 11 days in Manipur. Police had no information on the presence of these foreigners and have registered a case. A police spokeswoman said commando teams were raiding suspected villages where the hostage might be held. The militants were reported to have told NGO members that if the ransom was not paid or if any rescue attempts were made, the hostage might be killed. The Union Home Ministry has directed the State Government to take all efforts to rescue him.
