The Chief Minister, S.M. Krishna, will reply to the budget discussions on Friday evening in the Legislative Assembly. The House would devote the entire day on Thursday to the discussion on the Budget, doing away with question hour and other items. However, there is a view among the members that insufficient time is being given to them for discussing the budget, and the House is rushing through the discussions. There have been suggestions that the State budget be presented in mid-March to provide for a detailed discussion. This year the budget was presented on March 21 and so too last year. However, as the subject committee system has come into being in the Legislature, the budget will be discussed threadbare in the various panels before the Government seeks the approval of the House for the full budget. When the Janata Dal was in power, its Finance Minister presented the budget for 1996-97 on March 4, 1996. Even then, the subject committees existed. However, he presented his next two budgets in the third week of the month. After the approval of the vote on account budget, the House will sit on March 31 before being adjourned sine die. It will not be sitting on March 29 and 30 as they are holidays (Saturday and Sunday).
