Addressing a convention of district and block-level presidents of the Jammu province, Mr. Azad, said "though we do not want to make this an issue of the political blame-game... . at the same time the Centre cannot wash its hands of from the prevailing situation." He said the insurgency in the Valley was checked by the Congress Government and confined to the State till the mid-nineties. `During Congress rule, the presence of mercenaries was the lowest, but now they have swelled due to the failure of the present Central Government to check infiltration from across the border''.
