Meanwhile, the Home Secretary of Delhi, R. Narayanaswami, has been given the additional charge of Chairman of New Delhi Municipal Council following the removal of P.M. Singh from the post. An IAS officer of 1969 batch, Ms Swaroop had served as Principal Secretary in the Land and Building Department of Delhi Government. During this period, she had close interaction with the civic agencies in Delhi, including DDA. It is believed that her stint at the post was instrumental in her selection to the new post. Following differences with the Chief Minister, Ms Sheila Dikshit, she was moved to the Centre where she was working as Additional Secretary in the Ministry of Labour. Ms Swaroop was last serving in the ESI. She was the officer who had opposed the Malhotra Committee and had raised a storm by filing an affidavit on behalf of the Delhi Government recommending acceptance of harsh penal guidelines for regularisation of 1071 unauthorised colonies. The taking over of the charge of NDMC Chairman by Mr Narayanaswami has not come as a surprise as on the day of the CBI raids itself, Ms. Dikshit had made a passing reference to his name for holding the additional charge in case P.M. Singh was shifted out. Mr Narayanaswami joined the office late this evening and immediately held a meeting of senior NDMC officials.
